MOSCOW. Nov 6 (Interfax) - Russia and the United Kingdom have so far failed to overcome the existing differences but that should not thwart the development of their relations, UK Foreign Secretary David Miliband said in an interview with the Novaya Gazeta newspaper. Commenting on his November 1-2 visit to Moscow where he met with his Russian counterpart Sergei Lavrov, Miliband said that talks were not about the "reset" of relations but a new drive, or a new push, to build on bilateral relations. Disagreements between London and Moscow are quite a normal thing, Miliband said. What must be realized is that a respectful disagreement or recognition of a disagreement is the basis for a positive agreement, he said. A lot needs to be done to ensure that Russia and the UK are safer and more prosperous, said the UK foreign secretary. However, both parties will be unable to achieve this if they pretend to have no differences at all, he said.
