Permit blocked for 793 MW coal-fired plant
Regulators in Washington State have stopped the permit application for a $1.5 billion, 793 MW coal-fired power plant in southwest Washington until Energy Northwest, the builder, meets requirements of a new climate change law.

Nev. plants agree to retrofit CO2 technology
Agreements requiring companies planning coal-fired power plants to make pollution-control changes once the technology to do so becomes commercially feasible have been signed by company representatives and Nevada environmental regulators.

AEA appointed to manage Chinese CCS programme
AEA Technology plc has been appointed to run the first 18-month phase of the UK-China Near Zero Emissions Coal (NZEC) Initiative. This initiative is a key element of the EU-China Partnership on climate change and aims to demonstrate coal fired power generation with carbon capture and storage (CCS) in China.

China signals rejection of emission caps
A Chinese official gave the clearest sign yet that Beijing will reject binding caps on greenhouse gas emissions at a global meeting next month, saying that developing countries must be allowed to raise emissions to fight poverty.

SCE&G investing $69 million to cut emissions
South Carolina Electric & Gas will invest $69 million in its Cope Generating Station to reduce emissions from the 430 MW coal and natural gas-fired plant. The investment will include the addition of catalytic reduction equipment. It will be installed in 2008 to reduce nitrogen oxides.

NRG and Powerspan plan 125 MW CCS test
NRG Energy, Inc. and Powerspan Corp. plan to demonstrate at commercial scale a technology for carbon dioxide capture from conventional coal-fueled, electric power plants. Powerspan's ECO2 technology is a post-combustion, regenerative process that uses an ammonia-based solution to capture CO2 from the flue gas and release it in a form that is ready for transportation and permanent geological storage.

EU, US states, Canadian provinces form CO2 trading partnership
A coalition of the European Commission, European countries, US states, Canadian provinces, New Zealand and Norway have formed an International Carbon Action Partnership to fight global warming, the partners said Monday in Lisbon.

China will drive the NOx control market to exceed $5bn/year by 2011
According to the latest forecasts in NOx Control: World Market, by 2011 the worldwide sales of NOx control systems and catalyst will exceed $5bn a year.

Portugal's NAP for Phase 2 of EU ETS cut by three per cent
The European Commission (EC) has reduced Portugal's proposed National Allocation Plan (NAP) for Phase 2 of the EU Emissions Trading Scheme (ETS) by 3.1 per cent to 34.8m metric tonnes a year (mt/year).
