RAO UES of Russia auctions stake in power supplier
RAO UES of Russia announced yesterday that had held a public auction to sell its 47.36 per cent stake in OAO Yaroslavl Retail Company, which purchases and sells electricity on the wholesale and retail markets, and supplies electricity to customers in the Yaroslavl Region.

Russian opens power sector to private investors
Russia's protracted power reform process has received a significant boost with government approval last week for the mechanism that will allow private investors to enter the power generation sector and permits generating companies to hold IPOs to raise funds necessary to finance modernization.

According to a new Eurostat survey, the electricity markets of only ten of the 25 EU member states have been completely opened as of September 2005.

Commission cracks down at slow liberalization of EU energy market
The European Commission has taken legal action against 17 member states for dragging their feet in applying EU electricity and gas market liberalisation legislation into national law.

Hong Kong proposes power reforms
Hong Kong's government has put forward proposed changes to regulations that could break up the duopoly controlling electricity supplies to the territory. A public consultation paper on the electricity market in Hong Kong from the Economic Development and Labour Bureau also promises to explore liberalization of the market and granting third party access to the power grids.
