PG&E submits summary of remaining objections to the U.S. Bankruptcy Court
As requested by the U.S. Bankruptcy Court, PG&E Co. today filed with the court a summary of the remaining objections to the company's Disclosure Statement.

Electric co-ops endorse FERC refund proposal
Federal regulators monitoring the electricity markets should take 'all steps necessary,' including refunds, to protect consumers from market power abuse, the National Rural Electric Cooperative Association said. In a FERC filing, NRECA also said the commission should assure the market the refund proposal will be applied 'solely' to protect customers from such abuse.

California attorney general blames PG&E Corp. for subsidiary's bankruptcy in lawsuit
The State of California has sued PG&E Corp. Thursday, claiming that the energy company engaged in fraudulent practices and caused its subsidiary, Pacific Gas & Electric Co., to be forced into bankruptcy.

California PUC to investigate utility holding companies
Taking aim at the financial dealings between the state's three investor-owned utilities and their parent companies, the California Public Utilities Commission Wednesday opened an investigation into whether the holding companies violated regulations.

California ISO proposes market changes and penalties for noncompliance
The California Independent System Operator proposed a change to the California electricity market by assigning responsibility and assessing penalties, if utilities don't provide sufficient power ahead of time to meet demand. The new market mechanism called ACAP or available capacity obligation is supposed to ensure electricity is available to serve daily needs. (Ann de Rouffignac)

CEOs of energy and technology companies to forge consensus on restructuring priorities for 2002
The Executive Committee of the National Energy Marketers Association on Jan. 17 will meet to forge a consensus on federal legislation, wholesale, retail and technology issues.

Public power group says FERC affiliate rule could hurt retail customer
Proposed federal rules requiring a single standard governing relations between gas and electric transmission suppliers and their energy affiliates could interfere with retail 'one-stop shopping,' the American Public Power Association said. FERC proposed uniform rules for natural gas pipelines and electric transmission suppliers and asked for industry comment last fall.

Texas PUC advised to develop reserve margin requirements
Deregulation notwithstanding, Texas electricity generators should be required to maintain a minimum reserve margin, the staff of Public Utility Commission of Texas said Friday. The PUC staff has been grappling with whether to create a mechanism that would ensure a minimum reserve margin or whether margins should be left to market forces.
