Louisiana regulators want electricity deregulation cost estimate
Louisiana, which up to now has held off deregulating the electric power industry, appears to be reconsidering that position or is, at least, keeping its options open. The Louisiana Public Service Commission (PSC) recently asked investor-owned electric utilities to estimate how much it would cost to make the transition to a competitive retail market. (Kate Thomas)

LIPA opens Long Island retail power market to competition
The Long Island Power Authority, which owns the electric retail business on Long Island, NY, has opened the Long Island electric market completely to retail competition, 7 years ahead of schedule. Under LIPA's retail competition program, three energy supply companies have been certified to sell electricity to residential and commercial customers on Long Island.

Texas PUC chairman resigns; defends record
Max Yzaguirre, chairman of the Public Utility Commission of Texas, confirmed his resignation Friday, adding the controversy over his appointment has been 'difficult' on his family and 'taken attention away from the important issues the PUC is handling.' (Ann de Rouffignac)

Energy 'crisis' was a $71 billion hoax, consumer group says
The Foundation for Taxpayer and Consumer Rights (FTCR) issued a review of the California energy crisis today, concluding that the energy crisis was all just a hoax to make money.

Texas PUC chairman resigns amid Enron controversy
The chairman of the Public Utility Commission of Texas reportedly resigned amid controversy over his past positions at Enron Corp. and political ties to Gov. Rick Perry. Sources close to the Electric Reliability Council of Texas board of directors Friday confirmed Mario Max Yzaguirre resigned as reported by a Dallas newspaper. PG&E Co. files $4.1 billion lawsuit against state of California
The bankrupt utility Pacific Gas & Electric Co. on Thursday filed a $4.1 billion lawsuit against the state of California in an attempt to free its power plants from regulation.

US bankruptcy judge sets deadline for PUC alternative to PG&E plan
The US bankruptcy judge overseeing Pacific Gas & Electric Co.'s reorganization plan Wednesday gave California regulators until Feb. 13 to come up with 'specific and credible evidence' for a viable alternative. The California Public Utilities Commission asked the court for permission to submit an alternative reorganization plan earlier this month, after calling the company proposal a "regulatory jailbreak."

FERC's Brownell calls for strengthened market monitoring role
Federal Energy Regulatory Commissioner Nora Mead Brownell urged the agency to strengthen its oversight of potential market power abuse. But she also said there was no point to dragging out cases unnecessarily. Brownell made the recommendations in a case involving El Paso Natural Gas.

Global utilities companies wake up to challenges of deregulation
Many utilities are uncertain about their ability to cope with the unexpected in the new deregulated marketplace, according to a worldwide utilities survey released today.

ERCOT proposed budget for 2002 increases debt
The Electric Reliability Council of Texas won't raise the fee it assesses electricity consumers this year but plans a 9% increase to 24¢/Mw-hr in 2003 and another 4% increase to 25¢/Mw-hr in 2004. Debt is also rising driven by the need to finance improvements in computer systems and software. (Ann de Rouffignac)
