Texas regulators approve SWEPCO coal plant

7 July 2008 -- The Public Utility Commission of Texas approved Southwestern Electric Power Co.'s proposal for a 600 MW, $1.52 billion coal-fired power plant in Southwest Arkansas.

SWEPCO, a unit of American Electric Power, received approval for the plant which could cost $2,533/kW to buildfrom the Arkansas Public Service Commission in November. The company also had to submit applications to regulators in Texas and Louisiana, where many of its customers live.

The Texas commission rejected the recommendation of an administrative law judge, who said in January that SWEPCO had failed to show a need for the plant.

An application by SWEPCO for an air permit from the Arkansas Department of Environmental Quality is still pending.
