12 May 2008 -- TransCanada Corp. said that Arizona-based utility Salt River Project (SRP) agreed to buy 100 percent of the output from a 575 MW, $500 million ($870/kW) natural gas-fired power plant it plans to build near Phoenix.
The simple-cycle natural gas-fired peaking power facility is scheduled to be online by May 2011. Plans call for the Coolidge Generating Station to receive natural gas from both the El Paso Natural Gas and Transwestern pipelines and to connect to a new SRP high-voltage transmission line now under construction.
The facility is said to accommodate 12-LM6000PC turbines designed to provide reserve capacity and the ability to generate power quickly. The turbines are said to employ NOX reduction technology including dry low NOX burners and selective catalytic reduction equipment.
The agreement provides a 20-year capacity payment and operating and maintenance cost recovery. According to the agreement, SRP has the right to extend the contract for another 10 years.
TransCanada submitted a proposal for the Coolidge Generating Station in 2006. The company filed with the Arizona Corporation Commission a notice of application, and plans to file a full application for a Certificate of Environmental Compatibility in summer 2008. During the permitting phase, TransCanada intends to seek an air quality permit and local zoning approvals. Construction is expected to begin in late 2009.
