24 October 2007 -- A preliminary report to the Governor 's Task Force on Global Warming calls for removing Wisconsin 's roadblock to nuclear power plant construction. Initial recommendations from a work group on electricity generation include a call to drop a requirement, passed by the Wisconsin Legislature more than 20 years ago, that no new nuclear plants can be built until a permanent site is established to store their radioactive waste.
A second condition requiring that any new nuclear plant be economically advantageous for Wisconsin ratepayer would remain in place.
The committee also suggested adding conditions that at least 75 percent of the output of any new nuclear plant be sold to Wisconsin utilities and that Wisconsin utilities have the right of first refusal to the power.
Task force work groups also have presented preliminary recommendations calling on utilities to raise the percentage of renewable fuels used to generate power, perhaps to as much as 25 percent by 2025, and finding more ways to increase energy efficiency and conservation statewide.
