Smog-forming emissions of NO_x from power plants and industry have declined significantly in 19 eastern states and the District of Columbia. The NO_x Budget Trading Program annual report indicates that summertime NO_x emissions were seven percent lower than in 2005, 60 percent lower than in 2000 and 74 percent lower than in 1990. The reduction of NO_x has helped reduce ground-level ozone concentrations an average of 5-8 percent in the eastern United States in the last three years. Four out of five eastern ozone non-attainment areas now meet the current standard.
