The Turlock, Calif. City Council and the Turlock Irrigation District (TID) inked a deal for a $10 million, 1.2-megawatt fuel cell at the city's waste-water treatment plant. Under the 30-year agreement, the city will supply the land, methane gas and some cooling water, and the TID will commit $10 million to the plant's construction and operation, though the district expects to recoup $4.5 million in state grants. The city will earn half a cent per kilowatt and have rights to the hot water to be returned to the waste-water treatment process. The TID will get the electricity produced for return to the market. The plant will produce electricity at 10.5 cents per kilowatt and will move the district closer to its 2017 goal of securing 20 percent of its energy from nonpolluting renewable resources. The fuel cell should be up and running by summer 2008.
