16 February 2007 -- OG&E Electric Services, Public Service Co. of Oklahoma (PSO) and the Oklahoma Municipal Power Authority (OMPA) have signed an agreement with Red Rock Power Partners (RRPP) to begin the first phase of a project to build a 950 MW ultra supercritical coal-fired generating unit near Red Rock, Okla. It will be one of the first plants in the United States to use this advanced coal technology.
Announced in July 2006, the Red Rock plant will, if approved by regulators, be constructed to provide electricity for PSO, OG&E and OMPA. The RRPP joint venture consists of Zachry Construction Corp.; Overland Contracting, Inc., a wholly owned subsidiary of Black and Veatch; and The Industrial Co. of Steamboat Springs, Colo.
The first phase of the project includes project engineering and planning, development of the firm lump-sum price, and finalizing terms and conditions of the engineering, procurement and construction contract.
Estimated cost of the Red Rock plant is $1.8 billion. Regulatory approval and conditions in the construction market will be key factors in determining when the Red Rock unit begins commercial operation.
Under the agreement announced last year, PSO will own 50 percent of the new Red Rock plant; OG&E will operate the facility and own 42 percent and OMPA, which provides electric power to about three dozen communities in the state, will own 8 percent.
