Tampa Electric to issue RFP for baseload needs

25 January 2007 -- Tampa Electric will soon begin the Request for Proposal (RFP) process outlining the company's future power needs and identifying Tampa Electric's proposed projects. It will begin on February 7 in accordance with Florida Public Service Commission rules.

The RFP process is meant to provide Tampa Electric with options to select the most cost-effective method of providing solid fuel-fired baseload generating capacity that satisfies the company's system reliability and performance standards. Tampa Electric said it could either be a self-build option or a power purchase option.

Tampa Electric's self-build option a 630-MW integrated gasification combined cycle (IGCC) facility that would be operational in 2013 on the site of the existing Polk Power Station, a 250-MW baseload IGCC facility in Polk County, Florida. The new IGCC plant would be one of the first large-scale IGCC plants in the United States.

The Florida utility said this RFP targets solid fuel-fired baseload capacity with the objective of soliciting competitive bids to satisfy capacity requirements of approximately 600 MW. Tampa Electric said it favors alternatives that provide the best value to its customers based on cost, reliability and flexibility and environmental performance, and prefers generating resources located inside Florida, within the Florida Reliability Coordinating Council region of the North American Electric Reliability Council.

The company is specifically focusing on baseload generation technology that provides fuel diversity to be compared to Tampa Electric's self-build, coal gasification generating unit.

The RFP will be available to interested parties on February 7 on the Tampa Electric Web site noted in this release. Proposals must be received by 12:00 Noon, Eastern Standard Time (EST) on Tuesday, May 8, 2007.
