15 December 2006 -- Privately held Montgomery Energy Partners LP of Magnolia, Texas, and Buffalo Managers, LLC of Buffalo, Wyoming, recently announced the formation of Buffalo Energy Partners Company, LLC (BEPC), a Wyoming company, to develop the integrated gasification combined cycle (IGCC) power plant at Glenrock, Wyoming.
BEPC announced that the funded project is moving forward. Montgomery and Buffalo have been working on this project for several years with the office of the governor, state of Wyoming, city of Glenrock, Converse County, the Wyoming Infrastructure Authority (WIA) and other stakeholders.
The Glenrock, Wyoming BEPC Coal Gasification Plant will be developed in three phases to 1,100 MW. Montgomery and Buffalo are joint owners of the project and will commence the formal permit process under the Wyoming Industrial Siting Act by January 2007. Permitting is expected to be completed in 2007. The initial Phase of the Project for 275 MW, Phase I, is expected to be online and producing electrical power by the first quarter of 2009.
The plant will use western coal and will function from its site near Glenrock, Wyoming. The project is working in close cooperation with entities creating new transmission assets to western power markets, specifically including the WIA. As transmission assets are available, the plant will complete its additional phases to its 1,100 MW currently designed capacity.
