29 November 2006 -- The second 450 MW unit of the thermal power plant serving the north-western region of Russia was launched today. The ceremony was attended by the Russian President Vladimir Putin, the CEO of Rao Unified Energy System (Rao Ues), Anatoly Chubais, the CEO of Esn, Grigory Berezkin and, on the Italian side, by the Minister of the Industry, Pierluigi Bersani, and Piero Gnudi and Fulvio Conti, respectively Chairman and CEO of Enel.
In February 2004 the Enel-Esn consortium won the tender announced by Rao Ues for the management of the north-west Power Plant (NWTPP), a key asset in the Russian electricity system. The financial and industrial criteria for taking part in the competition required the ownership or management of more than 5,000 MW of installed capacity, revenues for 2002 amounting to more than $5 billion, experience in operating plants internationally and an investment grade credit rating or above.
The management contract required the consortium to take sole responsibility for operating the plant and for organising project finance to the value of approximately $125 million, aimed at completing the construction of a second production unit. The project was completed ahead of schedule and increased NWTPP's overall capacity to 900 MW. With the recent launching of the city's heating system, the overall efficient rate of the power plant will increase by 65 percent.
