Excelsior's IGCC project moves ahead

31 July 2006 -- Excelsior Energy Inc. has filed applications for required preconstruction permits with the Minnesota Public Utilities Commission (MPUC) and other state agencies for the first two phases of the Mesaba Energy Project, a 1,212-MW integrated gasification combined cycle (IGCC) electric power generating station, which will be located on the Iron Range of northeastern Minnesota. The two phases of the IGCC Power Station will be constructed sequentially, with each phase having a nominal electric generating capacity of 606 MW.

The filing is an important step in the Environmental Impact Statement (EIS) process, which will be jointly prepared by the Minnesota Department of Commerce and U.S. Department of Energy (DOE). Excelsior Energy said its filing is designed to assist these federal and state agencies in preparing the EIS. The Joint Application included requests for a large electric power generating plant site permit and routing permits for a high voltage transmission line and natural gas pipeline.

Excelsior Energy received funding for the first phase of the Project under the DOE's Clean Coal Power Initiative, which is designed to foster the development and replication of clean coal technologies that possess higher efficiencies and reduced emissions for new and existing U.S. electric power-generating facilities.
