28 July 2006 -- Dallas-based TXU Generation Co. and affiliates today announced that it voluntarily asked the Texas Commission on Environmental Quality (TCEQ) to implement a system-wide cap of key emissions for the company's existing and proposed coal-fueled power plants. The company outlined the emissions cap in a letter to the TCEQ and asked that it be made legally enforceable. The drive to make TXU's commitment legally binding comes after public opposition increased regarding TXU's $10 billion plan to build 11 new coal-fired generation plants. Dallas Mayor Laura Miller is leading a state-wide effort to pressure utilities to use cleaner technologies. In mid-July she sent out a letter to about 50 mayors in Texas cities to pledge money to hire a law firm to contest TCEQ's approval of new coal-fired plants across the state.
In its letter to the TCEQ, TXU reaffirmed its plan to add 9,079 MW of low-cost coal-fueled powermore than doubling its existing baseload generating capacity. The company formally asked to cap the emissions of nitrogen oxide, sulfur dioxide and mercury at levels 20 percent lower than in 2005. This request provides a framework to make TXU's previous announcement legally enforceable.
