Dabhol comeback achieved

2 May 2006 - India's Dabhol power plant has restarted electricity generation after a hiatus lasting five years. On Sunday the former Enron plant located in Maharashtra state was synchronized with the power grid and produced around 20-25 MW from one of its turbine units.

According to NTPC officials, the synchronization process which started around 8 am on Sunday (April 30) lasted for two hours and supplied about 20-25 MW power to grid.

The synchronization was achieved for Gas Turbine (GT) 2A of the Block II of the 2184 MW power plant now taken over by the Ratnagiri Gas & Power Pvt. Ltd (RGPPL).

The turbine, which was switched on April 21, has the capacity to produce up to 240 MW of power.

"After completing synchronization, the gas turbine 2A was shut to move to the next stage of filling up the hydrogen plant (which takes 12-14 hours) which will provide cooling to the turbine when it restarts around 11 pm tonight," said RV Shahi, power secretary. Nearly 100-125 MW from the power plant will start flowing to the grid from tonight, "said Shahi.

The project, shut down in May 2001 following a power tariff dispute between its promoter Enron Corporation and sole customer, the Maharashtra state power utility. Now re-christened 'Ratnagiri Gas and Power Pvt Ltd,' the first phase of the plant with a generation capacity of 740 MW will re-start production using Naphtha for fuel.

The government has initialized this Naphtha-based short revival of the project to overcome severe power crunch in various parts of the state, which faces a shortage of about 3000 MW of power every day and witnesses up to 12 hours electricity outage every day.
Talks are in progress with five countries, including Qatar, for supplying gas to the Dabhol Power project. The plant is scheduled to be generating electricity from its total capacity of 2015 MW by next year.
