U.S. Army Corps of Engineers issues task orders for repairs to Iraq's electrical infrastructure

Oct. 3, 2003 -- In response to mission requirements of the Coalition Provisional Authority, headquartered in Baghdad, the U.S. Army Corps of Engineers has issued $290 million in task orders on four previously awarded contracts. The task orders will support ongoing efforts to repair Iraq's electrical infrastructure.

The Corps issued task orders totaling $278 million on September 25 on three previously awarded contracts for potential contingency requirements in U.S. Central Command's area of operations, and another $12 million task order was issued on September 26.

The Department of Defense is providing the funding for contractual actions in support of this specific mission. The Corps team is a member of the interagency Iraqi power team guided by the Coalition Provisional Authority and the Iraq Ministry of Electricity.

The contractors will be required to repair, replace or supplement generating, transmission, and distribution systems that are out of service, damaged, or operating at reduced capacity or efficiency. Initial projects are grouped by region, with the contractors being assigned the following areas based on available funding:

* Washington Group International, northern Iraq - $110 million

* Fluor Intercontinental, central Iraq - $102 million

* Perini Corporation, southern Iraq - $66 million

* IAP Worldwide Services - $12 million for the acquisition of generators

Contractors will perform a variety of tasks in support of this mission, such as repairing existing generation stations; repairing, replacing, and installing new high voltage transmission lines; repairing medium and low voltage substations; and rehabilitating distribution control centers.

Additionally, contractors may be required to provide new generators and turbines; provide new electrical transmission switching, transformers, control and monitoring equipment; and construct facilities to support equipment. They will also develop a logistics management system to inventory, procure and distribute parts for the power generation and distribution. This logistics system will enable Ministry of Electricity employees to make necessary repairs to their systems.

On Nov. 15, 2002, the Corps awarded an indefinite delivery contract to IAP Worldwide Services of Irmo, South Carolina, with a maximum value of $29.5 million for a base year with four option years. The ceiling on this contract will be increased from $29.5 million to $523.5 million for the entire contract period.

On April 1, 2003, the Corps of Engineers awarded indefinite delivery/indefinite quantity (IDIQ) contracts to Washington Group International of Boise, Idaho; Fluor Intercontinental of Greenville, South Carolina; and Perini Corporation of Framingham, Massachusetts. These contracts were originally awarded with a maximum value of $100 million each for the one-year performance period. The Corps has notified the Department of Army of its intent to increase the ceiling for each contract from $100 million to $500 million. The performance period of one year remains unchanged.

These contracts allow the Corps of Engineers to call upon the contracted companies to rapidly execute design and construction and prime power services anywhere in the U.S. Central Command area of operations.

These increases are based on unusual and compelling urgency, as prescribed in the Federal Acquisition Regulations.
