Dutch energy market liberalisation delayed

20 June 2003 - The Dutch government has decided to delay for the second time the full implementation of energy market liberalization. Markets will now be opened up to competition for all users from July 2004.

The decision to defer the January 2004 start date was made to give electricity and gas companies more time to prepare for open market competition. Dutch utility Eneco called for a delay in April, saying that energy companies needed more time to prepare for market liberalisation. Last year, the government postponed liberalisation from October 2003 to January 2004.

"By setting this (revised) date, I assume that all companies will have sufficient time to make the necessary preparations," Economic Affairs Minister Laurens Jan Brinkhorst said in a letter to parliament.

Large and medium size customers have been able to switch supplier since last year but the transition has not been without problems including billing mistakes.
